上游新闻记者从官方发布的“参赛规程”看到，参赛形式：以普通小学为单位组队，由各地级以上市教育局派队参加。运动员参赛资格：2010年9月1日及以后出生的小学四至六年级学生。篮球学校、体育运动类专业学校以及具有同等性质的学校学生均不得参赛。休学（辍学、退学）、毕业（结业、肄业）和补习班学生均不得报名参赛。运动员必须代表“全国中小学生学籍信息管理系统”显示的归属学校参赛，不得跨学校、跨组参赛。
